The noise floor is not a noise per se but rather a way of finding the "worst case" where the noise is worst. You could set the recording level to the maximum that will work on your tapes (i.e. the broken tape driver could screw up your recording) and the noise floor would be the quietest that still works. To the point of noise getting into the recording, there are two things you could do. The first is to get an external microphone. I don't know how you would do this with your particular recorder, but if it had an XLR connector, then you could use a condenser microphone like the Blue Yeti which picks up the whole room but will have a very low noise floor.
